UNWARRANTED AGITATION BY
KONKAN RAILWAY ANDOLAN SAMITI CHIPLUN
About 200 people under the banner of ‘Konkan Railway Andolan Samiti’, Chiplun have reportedly staged a Rail Roko at Chiplun Railway Station in the morning on date detaining 12432 Trivandrum Nizamuddin Rajdhani Express and other Trains unauthorizedly. This has not only caused an hindrance in smooth and efficient working of the train services but has also caused inconvenience to the bonafide innocent travelling passengers. Their main demand is to provide halts to ALL THE TRAINS at Chiplun.
It has already been clarified on several occasions to various such Organizations that the provision of halts to various long distance Mail / Express Trains passing through Konkan Railway, is being made and decided by the Ministry of Railways.
At present 8 Mail / Express pairs of Trains including Janshatabdi and 2 Pairs of Passenger Trains are halting at Chiplun. These trains are as under:
Train Nos. 10112 - Madgaon - CST Mumbai , 12052 - Madgaon - CST Mumbai , 10104 - Madgaon - CST Mumbai, 16346 - Trivandrum - Lok Manya Tilak (T), 12620 - Mangalore - Lok Manya Tilak (T), 50106 - Sawantwadi – Diva, 50104 - Ratnagiri – Dadar, 11104 – Sawantwadi – Dadar, 11103 – Dadar – Sawantwadi, 10111 - CST Mumbai – Madgaon, 12051 - CST Mumbai – Madgaon, 10103 - CST Mumbai – Madgaon, 50105 - Diva - Sawantwadi, 50103 - Dadar – Ratnagiri, 12617 - Ernakulam - H. Nizamuddin, 12618 - H. Nizamuddin – Ernakulam, 16345 - Lok Manya Tilak (T) – Trivandrum, 12619 - Lok Manya Tilak (T) – Mangalore , 19259 / 19260 – Kochuveli – Bhavnagar – Kochuveli, 16336 - Nagarcoil - Gandhidham & 16335 - Gandhidham – Nagarcoil Express Trains have got the stoppages at Chiplun.
With the stoppage of these trains the passengers can conveniently travel towards Mumbai (Maharashtra), Delhi (North), Gandhidham (Gujarat), as well as Goa and Trivandrum (South). It can thus be seen that train services are available from Chiplun to all parts / directions of the country.
It is also observed from the present average sale of the tickets at Chiplun that only 1368 Passengers are travelling for short / long distance journey and there is an earning of ` 87,037/- per day. Taking into account the number of Passengers travelling from Chiplun, the halts provided to various trains at Chiplun is considered to be more than sufficient.
In addition to this Holiday Specials are also provided halt at Chiplun for clearance of extra rush during peak seasons.
Moreover, two new trains viz. Train no 11003/11004 Dadar-Sawantwadi-Dadar Rajya Rani Express and Train no 19259/19260 Bhavnagar-Kochuveli- Bhavnagar Express are to be introduced in the New Time Table w.e.f. 1st July 2011 for which necessary halts have been provided to these trains at Chiplun. In addition, Konkan Railway had recommended halts at Chiplun for the following trains, for which approval from Railway Board is awaited
1) 12483/12484 Amritsar - Kochuveli Express.
2) 12742/12741 Vasco – Patna Express.
3) 12519/12520 Pune-Ernakulam –Pune (biweekly)
Chiplun is having a Computerized Passenger Reservation System which provides the facility of booking any number of seats / tickets from Chiplun to any station on Indian Railways. At present only 362 Passengers are boarding various trains from Chiplun through Computerized Passenger Reservation System.
On Konkan Railway, halts to Express Trains are kept staggered as a policy in such a manner that all important stations are covered with a halt of an Express Train, ensuring that the availability of trains is possible in all directions.
Konkan Railway has a well established Negotiating Machinery viz. Konkan Railway Users’ Consultative Committee comprising of Hon’ble MPs, Hon’ble MLAs, Members of Chambers of Commerce & Industries as well as Passenger Associations from Maharashtra, Goa, Karnataka & Kerala to discuss and resolve various issues of passengers and public interest on its Konkan Railway Route. Accordingly the issue of providing halts to various Mail / Express Trains is also being discussed from time to time during these Meetings and if required, these recommendations are also forwarded to the Ministry of Railways for consideration.
It is once again reiterated that halts to Express trains is permissible only at Railway Board level and Konkan Railway is not authorized to grant the halts on it’s own. Halts for trains are proposed in Indian Railway Time Table Conference conducted every year at Railway Board, based on the recommendations of KRUCC Members/Passenger Associations and taking into consideration reservation quota utilization, ticket sale as per Railway Board’s norms, availability of trains towards destination which are already halting at the station, line capacity constraints etc.
Despite of the facts indicated above and having its own Negotiating Machinery, i.e. Konkan Railway Users’ Consultative Committee, duly approved by the Ministry of Railways to resolve the various issues in a peaceful manner as also after having detailed discussions by Regional Railway Manager / Ratnagiri with the representatives of ‘Konkan Railway Andolan Samiti’ Chiplun, they have resorted to Rail Roko Agitation which has caused great inconvenience to the travelling passengers.

KONKAN RAILWAYS RESTORES ITS SERVICES WITHIN A RECORD BREAK TIME
Due to continuous unprecedented torrential heavy rainfall in Konkan Region, particularly between Ratnagiri and Nivsar, the retaining wall to prevent landslides had collapsed at Kms 209/0-1 at Pomendi Cutting in Ratnagiri Nivsar Section of Konkan Railway Route at 04.05 hrs. of 17th June, 2011, affecting the train services. This had compelled Diversion/Termination and Cancellation of some of the train services on Konkan Railway Route.
Arising to the occasion, Konkan Railway had to gear up all its men and machinery to tackle this emergent situation on a war footing. To take up the challenging task, Head of Departments and Engineers, along with well equipped Workers were immediately rushed to the affected Section for restoration work. The entire team worked day and night in all the adverse circumstances despite heavy rains to ensure that the Section is restored at the earliest.
Accordingly, the affected Section between Ratnagiri & Nivsar was restored for traffic within a record time at 08.30 Hrs. on date, i.e. 19th of June, 2011.
As a concern and care as well as goodwill gesture for its esteemed passengers, Konkan Railway had hired about 50 Buses to transship its stranded passengers between Ratnagiri & Nivsar with 350 trips , transshipping about 18000 passengers, apart from providing them with snacks, drinking water and portage facilities as per time and need .
The entire restoration work was carried out under the guidance of Shri Bhanu Prakash Tayal, Managing Director/Konkan Railway, and Supervised by Director (Way & Works) Shri Rajesh Tripathi and Shri Rajendra Kumar, Chief Engineer of Konkan Railway, along with its dedicated Engineers and Technical Staff. The restoration work was also monitored through Video Surveillance System from the Corporate Office to ensure expeditious completion of work, as also to render the required assistance.
Konkan Railway is grateful to its Esteemed Passengers and the Press as well as Electronic Media for their utmost co-operation during the period of crisis and natural calamity. Konkan Railway is always committed to its dedicated services, as usual with a smiling face!

INTERNATIONAL LEVEL CROSSING AWARENESS DAY ON KONKAN RAILWAY
International Level Crossing Awareness Day is being observed on Konkan Railway Route. As a part of International Level Crossing Awareness Day (ILCAD), Konkan Railway is observing Seven Days long drive w.e.f. 9th June, 2011, by organizing Road Shows at various places in its route to educate Villagers, Passengers & Road Users, Checking the whistling habits of drivers, while approaching & passing through the Level Crossing by deputing Officers and Supervisors in the coach immediately after the Locos, Ensuring availability of Speed Breakers, Whistle Boards, Road Signages and Stop Boards, Joint Ambush Checks involving RPF at the Level Crossings and apprehending errant Road Users.
Every year International Union of Railways observers one day as the “International Level Crossing Awareness Day” on 9th June 2011. The International Level Crossing Day focuses on educational measures and promotion of safe behavior at and around Level Crossing.
Konkan Railway also hereby appeals to its esteemed public on Konkan Railway Route to kindly observe all Safety Precautions at the Level Crossing Gates and help us to serve them in a smooth and efficient manner, as we care for their precious lives. Konkan Railway has No Un-manned Level Crossing Gates on its route and no accident has taken place on its route during the last 10 years.

KONKAN RAILWAY INTRODUCES MONSOON TIME TABLE WITH EFFECT FROM 10th JUNE-2011
As per the practice in vogue, this year also Monsoon Time Table is being implemented on Konkan Railway Route w.e.f 10th June to 31st Oct’11 to provide safe passage to its trains during monsoon season. Monsoon timings will come into effect from 10 June, 2011 (i.e., train leaving from originating stations on 10-06-2011). There may be slight variation in these timings due to introduction of All India Time Table w.e.f 01.07.2010. Our esteemed Passengers may check the timings before undertaking journey.
