CLARIFICATION OF KONKAN RAILWAY ON ITS RECRUITMENT POLICY AGAINST ILLEGAL AGITATION PROPOSED ON 18-05-2011 BY KONKAN  BHUMI PRAKALPGRASTHA KRUTI SAMITI

Konkan Railway has already clarified its Recruitment Policy in a most transparent manner vide this Office Press Release dated 13th May 2011. However, it is observed that the above Organization is holding illegal agitation at the Corporate Office on 18-05-2011 since morning, thereby misguiding not only their own Agitators, but the general public without any base or factual position.

It is once again reiterated that KRCL has already replied to all the Representations received so far from Shri V T Shinde, President, Konkan Bhumi Prakalpgrashta Kruti Samiti, Ratnagiri, the factual position with regard to KRCL’s Recruitment Policy and the present status was appraised to him and his representatives on several occasions during their visit to the Corporate Office. During the meeting Samiti also mentioned that number of candidates who are on waitlist are yet to get employment in KRCL. Accordingly, KRCL Management had requested to submit the list of such candidates. Samiti has sent a list of 292 candidates vide letters dated 29/10/2010 and 31/01/2011. The cases have been thoroughly examined and found that in most of the cases the candidates have either failed or ineligible / did not figure in the merit list and hence were not considered for employment. Suitable reply was sent to them accordingly.

It is therefore once again clarified for the information all concerned that Konkan Railway is already having its own Employment Policy dated 16-07-1998 for Land Losers, which was framed during the Construction Phase itself and was accordingly published in Newspapers for the information of general public.

Konkan Railway Corporation Ltd. is a lean Organization with limited potential for employment.  The policy notified thus gave first preference to the serving temporary employees of construction phase who were mainly recruited from locals to be absorbed in operational phase, compassionate ground employment for the dependents of those who lost their lives during the construction phase of the project and those who have lost 100% of their land holding as a result of acquisition for the Konkan Railway Project, or their sons and unmarried daughters.   In principle, the purpose of granting a job is to provide alternate means of livelihood where the land income was the sole means of livelihood.  However, the Corporation adopted a very liberal approach in recruitment and employment of land losers.

            For any job openings on KRCL, first preference is given to Land Losers. Konkan Railway Corporation Ltd. has so far issued 35 notifications inviting applications from   eligible land loser candidates from various Group C & D category of employment.  So far 25 notifications  for filling up of vacancies in  Group-C post have been issued and land loser candidates have been employed in categories like Asst. Station Master, Commercial Assistant, Goods Guard, Passenger Asst., Diesel Asst., Electrical Signal & Telecom Maintainer, Accounts Asst., Blacksmith Tinsmith & Welder, Artisan.  Further Konkan Railway also has issued 10 no. of Group D notifications and land losers have been employed in categories like Trackman, Asst. Pointsman, Station House Keeping Helper and Khalasis in Mechanical & Electrical departments etc., So far Konkan Railway has offered employment to 1978 land loser candidates on finding them suitable for employment since 30/05/1996. For the construction of Konkan Railway, work started from October 1990 and continued upto January 1998.  For the completion of project, there was urgent need of technical persons like Engineers, Section Engineers, Supervisors and support staff like Draftsman, Personal Secretaries etc. and persons were drafted through various modes from various sources like open market recruitment, engagement on daily rated basis by the In-charge Chief Engineer on site, through Employment Exchange, on contract basis and from the Railway Recruitment Board.  1370 such persons employed during construction phase were local people of Konkan Region, including land losers who are absorbed in operational phase of Konkan Railway.

It is further clarified that the Interviews conducted at IIT Campus, Delhi for Post Graduate Engineers was exclusively for the specialized work in Jammu & Kashmir Project of Konkan Railway and these Engineers will be engaged on Contract Basis only for Two Years. It will be worthwhile to mention here that KRCL is not able to get candidates from the Konkan Region for the specialized categories like Doctors, Nurses, Post Graduate Engineers like M-Tech for various Project Works, Geologists, Personal Secretaries etc. As such the recruitment has to be resorted from the Open Market as an exception for smooth and efficient functioning of the Organization.

  Apart from providing job to the landloser in the Corporation opportunity has also been extended to land losers of KRCL in Commercial establishments at Railway stations. Under the Commercial contract policy of KRCL catering / non catering stalls viz. tea stalls milk parlors, book stall, general stores, STD booths are allotted through public notification. Already KRCL awarded 63 contracts to the land losers.

            It is therefore requested that wide publicity may kindly be given to the above facts for the information of the Konkan Railway Land Losers through your esteemed newspapers and electronic media so that they do not fall prey to the misguided forces / organizations, who wish to instigate the Land Losers in order to gain personal mileage out of the same.
