i MISSION STATEMENT

 

WE SHALL PROTECT AND SAFEGUARD RAILWAY PASSENGERS, PASSENGER AREA AND RAILWAY PROPERTY.

 

PROMOTE THE SAFETY, SECURITY AND BOOST THE CONFIDENCE OF THE TRAVELLING PUBLIC ON THE INDIAN RAILWAYS INCLUDING KONKAN RAILWAY.


i OBJECTIVES

 

WE SHALL CARRY ON AN UNRELENTING FIGHT AGAINST CRIMINALS IN PROTECTING RAILWAY PASSENGERS, PASSENGER AREA AND RAILWAY PROPERTY.FACILITATE PASSENGER SAFETY AND SECURITY BY REMOVING ALL ANTI-SOCIAL ELEMENTS FROM TRAINS, RAILWAY PREMISES AND PASSENGER AREA.

 

REMAIN VIGILANT TO PREVENT TRAFFICKING IN WOMEN AND CHILDREN AND TAKE APPROPRIATE ACTION TO REHABILITATE DESTITUTE CHILDREN FOUND IN RAILWAY AREAS. CO-OPERATE WITH OTHER DEPARTMENTS OF THE RAILWAYS IN IMPROVING THE EFFICIENCY AND THE IMAGE OF THE INDIAN RAILWAYS.

 

ACT AS A BRIDGE BETWEEN THE GOVERNMENT RAILWAY POLICE/LOCAL POLICE AND THE RAILWAY ADMINISTRATION.ADOPT PROACTIVELY ALL MODERN TECHNOLOGY, BEST HUMAN RIGHTS PRACTICES, MANAGEMENT TECHNIQUES AND SPECIAL MEASURES FOR PROTECTION OF FEMALE AND ELDERLY PASSENGERS AND CHILDREN, IN THE PURSUIT OF THESE OBJECTIVES.

 

i INTRODUCTION

 

The Railway Protection Force has come into existence under the R.P.F. Act, 1957 and later declared an Armed Force of the Union in 1985. The command, supervision and administrative control at the Union level vests in the Director-General of RPF and the general supervision at the zonal level vests in the General Manager. (Rule 22.1 and Chapter II, Clause 3 of RPF Rule 1987).

 

In Konkan Railway which a Public Sector Unit under Ministry of Railways, RPF staff is on deputation from Indian Railways. There in no direct recruitment of RPF in KRCL. The Command, supervision and administration control of the Force IN Konkan Railway vests in the Chief Security Commissioner. The Chief Security Commissioner discharges his function under the general supervision of Managing Director of Konkan Railway.


 

Hierarchy of RPF in Konkan Railway:

 

Chief Security Commissioner is the head of Railway Protection Force in Konkan Railway. There are five Assistant Security Commissioners under CSC such as ASC/HQ, ASC/Crime & Intelligence, ASC/Ratnagiri (Jurisdiction Ex Roha to Pernem Outer), ASC/Madgaon (Jurisdiction Pernem to Canacona Outer) and ASC/Karwar (Jurisdiction Canacona to Thokur). ASC/HQ & ASC (Crime & intelligence) assists CSC in his day to day working. There are two regions i.e. Ratnagiri and Karwar. In the Ratnagiri Region there is one ASC while in Karwar there are two ASCs i.e. one at Madgaon and other is at Karwar. Each ASC in the region is having RPF post/out post. Each post is headed by an Inspector (IPF) who is assisted by Sub-Inspectors (SIPFs), Assistant Sub- Inspectors (ASIPFs), Head Constables and Constables.  Under IPF/Udupi there is one out post at Bhatkal  and under IPF/MAO there is one out post at Thivim. All the out posts are headed by SIPFs.

The Role and Duties of the Railway Protection Force, as envisaged under section 11 of RPF Act are:-


 

a.      Promptly to obey and execute all orders lawfully issued to him by his superior authority.

 

b.      To protect and safeguard Railway Property, Passenger area and Passengers.

 

c. To remove any obstruction in the movement of Railway Property and Passenger area.

 

d. To do any other act conducive to better protection and security of Railway Property, Passenger area and Passengers.

i PASSENGERS FACILITATION

 

SIMPLIFIED PROCEDURE OF LODGING OF FIR / COMPLAINT IN CASES OF THEFT/ROBBERY/DACOITY

Forms to lodge First Information Report/Complaint to police are now available with the Coach attendants, Conductors, Guards, RPF train escorts in Running Trains and with RPF Post / Outpost at important Railway stations. The affected passengers are requested to fill in the forms with relevant information and hand
over to the above mentioned Railway Officials/RPF Personnel. The same shall be promptly forwarded to the Police concerned for registration and further action. Passengers are not required to break their journey for lodging their report with the police.

i CRIME

 

The safety and security of passengers is of paramount importance to Konkan Railway, therefore, CCTV Servellance System has been installed at Madgaon and Thivim Railway Stations and Door Frame Metal Detector has aslo been provided at Madgaon by KRCL admininstraion.

 

There are mainly following type of crime in Railway i.e.

 

1. Crimes against Railway Property including Railways own property and the property   

    booked through Railways.

2. Crime against passengers and their belonging.

3. Petty crime under Railway Act

 

In Konkan Railway crime against Railway Property & under Railway Act are dealt by RPF while the crime against passengers and their belongings including other
offences against body and property in railway premises are dealt by local police of respective State as there is no GRP in Konkan Railway.
