Vigilance related complaints

In case Public / Rail users come across any instance of mal-practice or corruption in any Department of KRCL, the same may please be brought to the notice of the officials mentioned above. It will be helpful if all the relevant details like description of the Train, Place, Time and Date, Name and Designation of the Employee concerned, Name and Address of the Witness, etc are clearly indicated. The information along with the name and address of the complainant may be sent to the Chief Vigilance Officer either through post or e-mail.  In case the complainants wish to convey the information orally, they could do so in person. The information would be treated as Confidential; however, Corporation may have to seek co-operation of the complainants to tender evidence during the course of investigations / enquiries to help bring the culprits to book.

 

What is Vigilance Angle?

The CVC has formulated a revised definition of vigilance angle, which may be inferred from the following acts:

i) Demanding and / or accepting gratification other than legal remuneration in respect of an official act or for using his influence with any other official.

ii) Obtaining valuable things, without consideration or with inadequate consideration from a person with whom he has or is likely to have official dealing or his subordinates have official dealings or where he can exert influence.

iii) Obtaining for himself or for any other person any valuable thing or pecuniary advantage by corrupt or illegal means or by abusing his position as a public servant.

iv) Possession of assets disproportionate to his known source of income.
 
v) Cases of misappropriation, forgery or cheating or other similar criminal offences.

Apart from the above, there are certain irregularities, which if found, point towards the vigilance angle. Some of these are:

a) Official’s integrity is in doubt.

b) Gross or willful negligence

c) Recklessness in decision making

d) Blatant violations of system and procedures

e) Exercise of discretion in excess etc.
