The particulars of its organization, functions and duties

1. AN OVERVIEW

KONKAN RAILWAY CORPORATION LTD (KRCL) was incorporated on 19.07.1990 pursuant to an agreement between Government of India acting through Ministry of Railways and the Governments of Maharashtra, Goa, Karnataka and Kerala and obtained certificate of commencement of business on 20.08.1990 for construction and operation of the Konkan Railway, a broad gauge railway line along the west coast of India connecting Roha (in Maharashtra, near Mumbai) in the North to Mangalore in the South and for raising the necessary finance for the project from the market. The Project was envisaged under the BOT (Build-Operate-Transfer) concept for the first time in India where KRCL shall build the railway line, operate the same and transfer the railway line to the Indian Railways after discharging the liabilities. The line was commissioned on 26.01.1998.

The Corporation has undertaken the following other activities in terms of the objects -

1. Owk tunnel in Andhra Pradesh, Jawahar Tunnel in Jammu & Kashmir and 11 tunnels of Mumbai-Pune expressway were successfully executed.

2 Construction of Katra – Laole section of Udhampur – Srinagar – Baramulla Single line Broad Gauge Railway Project.

The Railway Board has awarded the work of construction of 90 Km long railway line for the section Katra – Laole on cost plus basis. The estimated cost of the work is Rs.4735 crore . The work is in progress.

                    3. Construction of 14 Road-over Bridges in Jharkhand State

The Corporation has been entrusted the work of Construction of 14 Road Over Bridges in Jharkhand State on Cost plus basis. The estimated Cost of the project is at 163.02 Crores.

The works are in advanced stage of progress and are likely to be completed during the year 2008.

                    4. Technologies                     

The following technologies were conceptualized and developed by the Corporation. They are under various stages of testing and implementation.

                     i)Raksha Kavach (Anti-Collision Device)

A microprocessor based equipment with embedded knowledge networked with other ACDs to prevent disastrous collisions involving human lives. The Hon’ble Minister for Railways dedicated the device to the Nation on 15th October 2001.

                     ii) Sky Bus Metro

Konkan Railway has proposed a unique, innovative alternative transportation solution for highly congested metros and big cities. It will be a set of 2 sky bus coaches moving in suspended manner on rails raised about 8 – 10 mtrs from the ground. Fully automatic, the sky bus will offer an environment friendly, low cost, fuel efficient, mass transit alternative transport solution.  The same is under further testing.

iii)Self-Stabilizing track (SST)

The ballast under the action of moving trains gets subjected to disturbing vibrations and the geometry is disturbed as ballast loses its compactness and yields. By suitable control of the inertia of mass of ballast that vibrates in track, it is possible to make the response of track under running trains to stabilize rather than de-stabilize the track. The over all effect is to reduce frequency and amplitude of vibrations being transmitted below the sleeper because of moving train – with ballast not getting disturbed, and formation protected from destabilizing vibrations. The constrained ballast in preformed wire mesh cages of specific shapes arranged in a particular manner, combine with each other to provide elastic vertical support to the sleeper as well as improved lateral resistance to the track.

iv)Railway Application Package (RAP)

Management methods for real time operation & train control, asset-management of track, rolling stock, signal/telecommunications, electrical, health care, medical and personnel, distance education & training, security; covers all the departments of railways. RAP – a unique Railway Applications Package covering all aspects of railway management.

 

v)Boulder Netting & Geo Netting

Konkan Railway engineers have introduced indigenously developed boulder netting and geo-netting to prevent boulder falls or soil slippage, thus enhancing safety.

vi)RO – RO (Roll - on Roll - off)

RO – RO Scheme was started on 26th January 1999, has enabled carrying loaded trucks directly on the railway wagons for reducing the expenditure on diesel, wear and tear of tyres, and maintenance of trucks for the truck operators.

5. Indigenously Designed Coach Washing Plant

An Automatic Coach Washing Plant has been set up at Madgaon Coaching Depot. This is a low cost, quick and effective method of cleaning the coaches by automatic powerful water jets in the headstock and the toilet and exterior portions of Mail/Express/Passenger trains. Railway Board has issued instructions to all Zonal Railways to provide this washing plant at major coaching depots on their Railways.

6. Information Technology:

Information Technology is the mainstay of Konkan Railway’s working. The Corporation has been able to develop IT enabled technologies for better management of Rail operations.

OUTLOOK

The Corporation is expected to improve its performance through increase in freight traffic At present the Corporation is executing a portion of the prestigious national Railway Project linking Jammu with Srinagar and construction of road over bridges in Jharkhand state and has recently installed and commissioned ACD network on 1736 Km of North-East Frontier Railway . Royalties from Intellectual Property Rights is a major source of revenue for any organization depending upon its capabilities to nurture the new technologies. The Corporation proposes to continue with such projects whenever it is offered to the Corporation or implementation of new technologies that the Corporation has developed.

VIII KRCL is governed by its Board of Directors consisting of four functional directors, two part-time directors from Ministry of Railways, four part-time directors from participating states and four independent directors. Board constituted Audit Committee/Shareholders Committee, Borrowing Committee etc. as per the provisions of the Companies Act, 1956 and the listing agreement entered with the stock exchanges. The meetings of these committees are neither open to public nor the minutes are accessible to the public.
